Question 1

Product is listed as compatible only up to Windows 8.1, but the StarTech site says this device is compatible with Windows 10.  Which is correct?  I am using Windows 10.

It is compatible with Windows 10. We have deployed about 20 of them in our classrooms. One side note is the drivers are not signed for Win10 build 1607. We have contacted support and are awaiting an updated signed driver.

Question 2

This does not seem to have a "monitor" output (e.g. HDMI, DVI, component).  How do you monitor the recording as you are making it?

Also, does it capture the audio via HDMI, or is a separate (e.g. 3mm stereo) audio input used?

There is no HDMI output. You have to monitor what you are recording in the OBS software. The audio is captured through HDMI. If you want to have HDMI output to your TV as you are recording, buy the Elgato HD60. It has that function.

X gb of 1 min of h.264 1080/60p. now, someone tell me ... X = ?

also: what bit rate is audio recorded via hdmi? and is this rate adjustable via obs it applies to rca ins as well... 44.1k , 48k , 96k? many thanks.

Once connected, will it show up as a source (ie, IP camera, or Web Cam) that can be selected as a live streaming source for UStream, LiveStream, YouTubeLive, etc.?

Yup, that's exactly it. It will show up in OBS, Manycam or whatever as a source. Note that this is only compatible with Windows , though. If you have Mac aspirations, the best solution I've found so far is this from Magewell: http://www.newegg.com/Product/Product.aspx?Item=9SIA0AT3NS5104&cm_re=magewell-_-9SIA0AT3NS5104-_-Product It's quite a bit more expensive, but it works really well and is cross-platform.
