is this good for a replacement cpu fan?

It could be used as a replacement CPU fan. It would have to fit the heat sink. This fan uses PWM - pulse width modulation - to control its speed. Most CPU fans nowadays are PWM and the fan speed can frequently be controlled in the BIOS. I have used a 90mm version of this same kind of fan to replace a 3 pin fan on a CPU heat sink..
