Will this hub support 10Gbps total throughput on the 4 ports, for example split across them?

Yes. One Gen2 devices works (individually) the same as it does on the host, and with multiple devices, they seem to show up as Gen1, or better (so from 5-10gb/s) .But, i don;t think it actually runs at thunderbolt speeds (40gb/s) so it probably splits the 10gbs across all used ports based on what each devices call for. Source power is also shared by all attached devices, so it cannot provide full power to four 3.1gen2  devices simultaneously. I bought this for an Occulus rift, due to the high datarate requirements of the 3 sensors and headset, and all four show up as 3.0 (so its at least usb3.1 gen1 or gen2). This is the only hub I could find where each port is able to run at the host speeds, and where all four ports still show up as 3.1 or better (probably gen1).  Cheap hubs seem to downgrade to 2.0 when full, but this one does not.

Does this work with USB C monitors?

I don't know. 
It does not provide usb-c receptacles, so a usb-c monitor cannot plug into it directly.

It has true 3.1 gen2 speeds of 10gbs so it should be fast enough for one monitor if the plug is converted to A-type (instead of C-type). However, it would have limited functionallity if you tried to run more than one monitor from it. The total speed and power is divided by the number of devices that are plugged into the hub... so four usb3.1 monitors will not support the same resolution and brightness as a single monitor. You have to be sure that the combined wattage of your monitors does not exceed the 80-90-ish Watt rating of the hub, and that the total data rate is within range (so less than 10gb/s combined). 
You also need a usb-c port on your laptop / tower that support the full gen 2 spec of 10gb/s and 100 watts.
