Will it work with Windows 10?

Yes, mine does. It's running an a desktop not laptop My computer is basically a 3.6GHz I7 Gamer also being used as a Server. I'm pleased.

If this device is indeed bus powered, why does it have a 5V DC power input receptacle?

In the event that the computers is unable to provide power for all of the peripherals hung on the USB bus, the 5V input provides an alternate power possibility - I use it.
