Will this adapter work for a DVD player as well as a Hard Drive?

I have not tried the optical drive through this device myself.
 
Earlier versions of this card had the jumper pins on the SATA connector side of the card which was very poor placement.  Newer versions of this card have the jumper pins in the ideal position on the IDE cable side of the card,  which makes the setting of Master , Slave , or Cable Select extremely accessible and convenient.
 
As I look on the manufacturer's site at the jumper pins , I see a fourth pair of jumpers labled ODD.  This must be for supporting Optical Disk Drives.
 
StarTech has the following line on the item description:
Connect your SATA Hard Drive or Blu-ray/DVD/CD-ROM Drive to an IDE motherboard.
 
That seems like an iron-clad statement that the card should work for a DVD.  I recommend that you give it a try.
 
The card that I received from Newegg was a newer version of the card than the image that Newegg has posted.  You might ask Newegg if the card that they have in stock has four jumpers on the IDE side of the card , labled :  Master , Slave , CableSelect , ODD .

Will this adater fits my IBM Laptop T43 Model?

I do not think that this adapter could fit inside a laptop case.
The circuit board measures  75mm long  x  24mm high .
The total dimension perpendicular to the circuit board is 20mm .
 
Look inside your laptop and visualize these dimensions while considering the orientation of this adapter to fit your connections.
 
I believe a larger case is required ,  such as a desktop case.
 
The newer design of this adapter now has the jumpers to select Master, Slave, or Cable Select on the IDE-pins side of the board which is a great improvement.
 
This adapter is the very best of several designs that I have purchased and compared.  This is the only one of this sort of  adapter to consider.
 
With the dimensions in hand,  do check for space first, for any computer you may consider.  I think that no laptop will have room for this item inside the case.
