What is the 4 pin (white) connector used for and where does it connect on mobo?

4 pin white connector is to power the unit.
comes with y connector & would plug in 
to the bigger 4 pin connector that comes off power supply
to computer. 
just another note: 
this does not come with sata power adapter to power sata drive.
you would need to make sure you have sata power connector 
on your power supply or you will need to purchase an additional
adapter to power sata drive. 
it would be the bigger 4 pin connector to sata.

I just bought a ATA dvd burner to replace the old ide in my PC. Is this adapter can help connecting to PC, including power supply?

This adapter will allow you to connect a modern Serial ATA Optical drive to an older computer that has only IDE connections on the motherboard. You do not need this if your computer motherboard has SATA ports already. You must supply power to BOTH this board & the optical drive, this board does NOT provide power to the optical drive. You might need a Molex to SATA power adapter if your optical drive has only a SATA power input but your power supply does not (Example: N82E16 8122 00061). This is typical of a much older computer.
