Kinda Sounds like a dumb question but what could I attach this to in an apartment that is grounded? Like would a metal leg of a desk or chair work?

No, You need to attach it to an electrical ground. I use the ground on an outlet. If you have an appliance that is grounded, like the metal case of your computer, or refrigerator. You could attach it there. Make sure it is bare metal and not painted.
