Will this power a 2.5" HDD or SSD without the additional power cable?

SSD's should be fine. As for HDD's, thats going to depend, ive put hundreds on this thing as I use it for work and had no issues, however i havent tried anything over 1TB in size (size not the issue but power to drive larger drives), but id expect as long as you arent trying old WD Raptor drives, you should be fine.

Can this adapter handle 3TB, 4TB or larger capacity drives?

I've used it on a WD4TB drive, all seemed well. Transfer speed is no better than a USB3.0 interface (drive limited), but with SSD drives it is definitely faster than 3.0.

Does this adapter work with cd/dvd/bd roms?

I just tried it with a dvd and it does not work. A mass storage device appears in device manager (win7), but no dvd device appears. I have an semi-equivalent adapter from Monoprice that does work with the same dvd, but it is usb3.0, not 3.1. However, 3.0 is more than fast enough for such drives.

Does this have support for the sata 3.3 connection some drives require? Also it seems some people have tested up to a 4TB drive but has anyone tried something upwards of 24TB?

The adapter supports SATA I, II, and III. It has been currently tested with hard drives up to 6TB.
