Is this adapter truly MAC OS compatible?

It is not compatible with Big Sur. The device is detected as a USB device, but that's as far as it goes.

Can I use this on my gaming PC for my Turtle Beach headphones so I'm not tied down by a 3.5mm cord tied to my mobo? Thank you for your time. (yeah, I'm a noob.)

I don't Turtle Beach headphones, but the adapter is LE (low energy) Works with a Go-air headband and the a newer Trackers that wouldn't work with my old 2.1 Bluetooth and its Backwards Compatible with 3.0 and 2.1 hardware

Will it work with Linux?

I can only partly answer this question.  I believe the answer is yes with a but.  I purchased this to work with a specific set of keyboard/mouse combo, which is a BT4.0 using the BLE(?) low power BT spec.   I was never able to get this to work, but I was able to get the dongle's radio to work - I could scan and even 'connect' my device, it just wouldn't work. As far as I could tell this was/is(?) an issue with the BT4.0 BLE spec/drivers not being ready for Linux.  This was some time ago, so YMMV.

No you need a special adapter from fit-bit website to sync with your PC.
