Yes. You will be able to use two of these adapters for one 9-Pin USB header. The connectors at the end of these cables have four sockets each. Just be sure to align the +/- terminals of the connector sockets and the row of header pins your are connecting to. The 9th pin and the blank are there only for proper terminal alignment between motherboard header and similarly pinned case connectors.

I have an older Video camcorder that uses a DV1394) cable and do not have that port on my lap top, is this adaptor to use to convert to usb, adaopting to the 6 pin IEEE 1394?

I'm afraid this adapter isn't what you're looking for. It's simply a 4-pin USB 2.0 header to USB 2.0 socket converter. It won't work with IEEE 1394 or Firewire or anything like that. You'll need an expansion card or something,

I have a LaCie Rugged Storage Unit with a bad USB port and need to get the info over to my laptop, which has a USB 2.0 port, through a firewire 800 port option on the LaCie Unit. Will this work?

Probably not. 
I'm going to do my best to answer the question I think you might be wanting to ask: "How do I get my data?"
TL;DR: I would buy another external enclosure to put the hard drive inside the Lacie case in.

If the USB port has failed, there my be other things wrong with it as well, and even if not, it's probably time to ditch the Lace case.  I have experience with Lacie products, and they break all the time.  Like they were designed to fall apart.  If the USB has died, there is a good chance the whole adapter card inside the unit may be damaged as well.  Your best bet is probably to take the thing apart, and make sure that the drive is SATA (it probably is), and buy a new sata to usb enclosure.

Can this go backwards - power from USB to 4 pin (thinking about using externally for case fans)?

well sure, but why not use a regular male usb cable end so you can plug it in externally? (like everybody else does...)

I just bought an ASUS H97I-PLUS motherboard. I was attaching this to the USB 2.0 connector on the motherboard and I think it fried a USB drive. It's no longer recognized by this machine or any other machine.

I had the following pins attached per the guidelines in the motherboard guide.
GND -> GND
USB_P11+ -> D+
USB_P11- -> D-
USB+5V ->VCC

Does this look correct to anyone else? I'm afraid to attach another USB device to it.

As long as your ground (GND) and power (+5V) pins are correct, you should not fry anything.  Note that this is NOT a USB3 cable, it will only work as USB1 or 2 and must be connected to the motherboard as such.  After reviewing the manual page 1-15, it should be connected at pin header "USB1112".  See manual for pinout.  (+5V is opposite side from "missing pin", GND is next to "missing pin").
