Does this cooler come with thermal compound, either already pre applied or at least included in the package?

It's pre-applied, if I remember correctly. I usually remove the OEM material and apply a more conductive compound, usually Arctic Sliver 5.

Yes, although you'd need a 3rd party app to control it.  If connecting to Supermicro motherboard, you should be able to choose "Optimal" for fan speed and the MB will increase the RPM if neededd

This item has the wrong image. Two different Supermicro parts are shown, a large one for 4U's and a small one for 2U's. Don't buy until NewEgg sorts this out.

This is the 2U HSF. I never ordered by the pictures. The Supermicro HSF compatibility guide lists them by height and chassis type. The 4U model is SNK-P0050AP4.

You will also need the appropriate bracket for the backplate, which unfortunately I've never found here. Typically BKT-0023L for 1366 and BKT-0028L for 1156/1155.
