Can you tell me if the BIOS is version 2 or above so this board supports v4 CPU's?

I don't know off had which bios version it has, however the unit I purchased 12/17 has dual E5-2603 v4 CPUs

Can this be used as a workstation that also plays games? Can I put in an NVIDA SLI set of GPU's?

That would be a complete waste of money, and no this board doesn't support SLI/Crossfire its a WORKSTATION, it's not meant for gamming at all. If you wanted to run a workstation/gamming rig I'd recommend the i7 6800k or better with a chipset that supports multiple GPU's for gamming like any x99 based motherboard.

Does it have a backplane? Does the backplane support 12 gb/s? Does the built in SAS support handle 12 gb/s SAS?

Yes/no/no No SAS support. I thought it had SAS as well but no.

Hello - We are having boot problems with this server. Is it necessary to first install the CDR-X10 chipset ISO? There is no BIOS display, only runs for 8-10 seconds, stops and restarts. Thank you for your help, - Karl

Check your RAM, also make sure the processor you have is on the compatibility list. These things are really picky.
