how is it powered? 
does it have anti-slip on the bottom?

It is powered by a USB port on your laptop, it does not require additional power.
It has two small rubber pads on the front and two, 'two level' drop down legs on the back.
It is a very light unit with a large, reasonably quiet fan.
But....it is very cheaply made, I would not recommend to any one that would allow it to be abused, or had a very heavy laptop. The legs will 'pop out' and the front laptop 'stops' will also 'pop out'.
If you want something that will provide additional cooling for the laptop, and can treat it 'like a baby', it will do the job. If it is going to be carried around, I would look for something better.
'You get what you pay for' in this scenario.

How fast does the fan spin? My laptop has severe overheating issues (both because of its design and age), and so I'm definitely looking for something that will move a massive amount of air, maybe 1000rpm or more.

I have purchased four of these fans..I adore them..I have three 2009 model Dell D630 laptops, its as thow these fans where designed for the D630's..the fit and design seems perfect..The fan speed is shuttle, quite, but moves alot of cool air..Cools my laptops very well, they will be cool to the touch, and the thermo controlled internal cooling fan never comes on..I adore the extra USB slot also..the fan is ran by a USB port, but this accessory has a slot built in, so one doesn't loose a USB slot..The angle of this accessory is adjustable by which length of support legs are used..the perfect angles for me..I'd absolutely recommend this fan, and the shuttle blue glow is nice also..it functions quitely but cools well..I still use the first two I purchased almost daily for several hours at a time, for about three years now..

is it plastic or metal?

it is what it is, cheap and ineffective. I bought this thinking it would cool down my laptop but unfortunately it doesn't. I can not suggest ppl buying this product if they use their laptops for gaming or anything that requires the CPU to run hot!
