Is that a SATA power connector  on the back end of the card?  If not, what's it for?

Yes,
 the card requires a power connector to enable USB power delivery. On this card there is a SATA connector; on others a 4 pin Molex connector is provided.

Question 2

How come the USB-C port can only charge a device? I mean, I bought this card specifically not only to upgrade from USB 2.0 to 3.1 but also to have a specific dedicated port for my Microsoft Lumia 950XL which uses the USB-C connection. Is there a way I can go about to have it where I'm able to do data transfer & charge it at the same time instead of just charge the phone? Keep in mind that the normal USB ports on the card work just fine for data transfer and charging and that I'm looking for a solution for the data transfer problem for the USB-C port.

It might be a driver issue on the pc side. Search for the driver for the whatever version of windows your using on your pc. Its fairly common for windows to install basic drivers that show the phone is detected but not allow any functionality in terms of files transferring.

Also make sure there isn't a security prompt on the phone when you connect to the computer. Note that with android the phone must be first unlocked before establishing a connection. Its possible there is a similar security feature with windows phones.
