Question 1

Can you use this hub/charger as a tablet charger and hub at the same time?  Looking to power/charge my tablet while using usb attached devices.

Yes, although for me, it's an iPad Air.  All said, I have the Air, a bluetooth remote speaker, and a Logitech G9X constantly attached, with an iPhone 4S and an old iPod Nano attached when a charge is needed.  I have used both Facetime and Skype while the iPad was attached, for more than 6 hours of continuous discussions.  This has been a very good hub for me.

If it is plugged into a USB2.0 port (on the computer or laptop) will all the ports work at a USB2.0 level?

  Yes, since you're connecting to a USB 2.0 everything will operate at that spped, unless any devices connected are USB 1.0 / 1.1, they will only operate at thier native speeds.

are there any location specific concerns with placement near a laptop for interference with WiFI transmission that could impact the function of USB 2.0 mouse and keyboard needing to run off this hub?  I will be using a MacAir 2013

No.  But ask an Apple Store genius to be certain.  Apple might have one that better matches your MacAir's color scheme, has a more ergonomic design, and perhaps even a magnetic connector - for only $90.
