Question 1

My PC is liquid cooled with custom piping. I want to keep it above the ground, but it weighs a beefy 30lbs at least. Is this stand sturdy enough to take on that much weight? I can't afford to have the stand collapse in on its self.

My computer uses liquid cooling, no custom pipes but that radiator does add some weight. My computer weighs at least 20 or so and it is pretty stable on these stands. But I do recommend getting two of them because the stands are small. If it's gonna sit under the middle of your rig the front and bottom half are just sort of suspended in the air. That's the only con. It's a short stand.  So get 2 of them so the front end and the back end of your computer will have something to sit on. The main bottom piece is one solid piece of metal. The only thing you have to put together are the wheels and sides. So it shouldn't collapse in on itself if you just make sure you get the screws on tight. And the wheels do have locks on them for more stability.

How high off the ground are the wheels?

The wheels are 2" high. The bottom of the stand is about 3 1/4" off the floor. Stand has worked well for me.

Question 3

Would this stand work for cases that have the psu fan on the bottom of the case?

the back of the case is not obscured so yes.
