my current Norton and Security does not expire until March of 2018, when does the activation start on this product, does it start now, or can I use it when my current edition ends in March 2018? When does the product activation start, when it is purchased or when it is downloaded and installed?

Starts when you install it, all 10 licenses, you could buy it and save it for when yours ends

When Norton is not updating or scanning, just monitoring, how much CPU % does it use?

Go to Task Manager (Ctrl+Alt+Delete) and click on Processes tab. Look for Norton and it will tell you the % of cpu it is using.
