You can put any sata I,II,III hard disk in this device.  You cant really install two hard drives unless you have a usb to sata adapter or something for one of the drives as there is only one internal hard drive bay.  You should just get 2x 4TB drives and 2x Synology DS112j.

i have an ipad and apple tv only, no computer.  I need a NAS to act as an iTunes server so I can stream through the apple TV.  Does this box do iTunes server, and if so, does it support multiple simultaneous accounts?

Don't think it will do that 
When u connect to iTunes there is a 4 digit confirmation process between the itune and the device the itune server on the syno don't have that option

There are other very good option if ur files are in a compatible apple format
