My DS718+ Crashed and not booting back up. Could I Purchase this model and install my hard drives and have it back up and running?

Depends on why it’s not booting. As long as the drives and your data are 100% intact then yes you can typically transfer the drives and it comes up. However make sure you fully go over the specs on this unit. The eSATA port can only be used with Synology hardware and it only has one slow USB port. I was very disappointed with this unit.

Does it support the iscsi protocol?

Yes, it supports the iSCSI protocol.
