Question 1

Does this fit in a 19" rack?  Is the including mounting hardware sufficient for doing so?

Yes, this fits in a 19" rack.
Buyer-beware: If you purchase just the unit, you have NO way to mount it in a 19" rack. There is NO mounting hardware included in the box. Although it comes with rack mount ears, they are only there to stop the unit from sliding out of the rack once mounted. The only Synology approved means of mounting their rack mount units in a rack is with their RKS1314 Sliding Rail Kit; a not cheap solution.
Now you might ask why the only approved means of mounting the unit is on sliding rails, since there is nothing accessible on the top of the unit; but you would have to ask Synology since I don't have a single idea. The only clue, if you can call it that, to the requirement for RKS1314 is that it is listed as an accessory! Synology thinks that means you will know that there is no mounting hardware included; I think an assumptive stretch. Warning: the unit is too deep and heavy to be mounted solely with the included rack mount ears

Question 2

Is this a Windows-based or Linux-based NAS? I run a fully Windows-based environment and it would be convenient if it were Windows-based.

Not exactly sure what you question is. The NAS itself (firmware) is linux based. However, it fits into a windows network with CIFS/SMB just great. The control interface is provided through an internal web server so you just point your browser at the box and change almost anything that is relevant to a NAS device. You don't really need to know Windows or Linux to fully administer the unit. Hope this helps.

Question 3

This is a 4-Bay NAS, but the description says it supports 6 drives.  That's conflicting information.  Anyone who didn't know better might buy this expecting to be able to use 6x4TB drives.  Shouldn't this be corrected?

It should, if you look on the Synology site it supports up to 4x 6TB drives to get the 24TB capacity. There is also an expansion unit (RX415) to get another 4 drives.

Question 4

The NVR (Network Video Recorder) aka Surveillance Station shows that you need licenses to make it work, where do you get the licenses? I can't find any info on their site nor here on NewEgg.

CLP1, CLP4, or CLP8 for one, four, or eight licenses respectively. Order through any Synology reseller.
