Will this board fit two 2080ti double width video cards?

Yes, this board has 3x PCI-E 3.0 x16 slots and 2x PCI-E 3.0 x8 slots, which should be sufficient to fit two double-width 2080ti video cards.

Does it support m.2 NVMe drives?  Also, how many max PCIe lanes?

It doesn't support NVMe.  Don't let support fool you into thinking it does.  They had a page on their site that said NVMe is for servers and this is a workstation so it would never support NVMe - their words as best as I remember them.  I guess they think that people who buy dual 8-core xeon workstations with 128GB of ram (my config) must not care about performance.  I put in an after-market M2 card on one of the PCIe slots and I'm able to get the M2 to work with Windows but not to boot.

PCIe lanes is an interesting question.  In this case, one big plus for this board is three true PCIex16 slots, accounting for 48 lanes.  There's a combination of lanes used in the smaller PCIe and SATA slots, as well.  But a single Xeon has a max of 40 lanes and dual-Xeons a max of 80 lanes.  Then the C612 has, I think, 8 lanes - it's been a while and I don't feel like looking it up.  If you put only one CPU then you will get a max of 40+8 lanes.  Again, it's been a while since I set mine up and don't remember exactly what's left if you only use one CPU.  The manual is available for download from their site.

-At least 64gb ram
-At least 6 core proc
-DISK C: RAID1 - (2) 120gb SSD
-DISK D: RAID5 - (3) 500gb SSD
