Can these be cut to length?

Sorry, I had not considered trying that. I've cut LED adhesive-backed strip lights but never thought about cutting the copper wire lights since the strand was not very long for my use.

Can these be hooked together and if so, how many strands can be hooked together?

There is no mechanism to directly hook these together. However, the end of the lights is just copper wire, so you could tie the ends of two of these together if you'd like, so long as each power adapter is plugged in. Since the power adapter is so large and clunky, I'm not sure if you could tie more than two together.
