Can the controller turn fans completely off?

yes it is possible to turn all the fans off. however the item started fading with time and then stops working all together

Question 2

Is this a good choice for PWM fans which will be placed on a Radiator for a custom loop? I don't have enough PWM fan headers to attach all my fans.

This actually has no 4-pin fan headers, but all five of the 3-pin headers do have room for a 4-pin connector. If the fans require PWM instead of changing voltage to control speed, I would not recommend this.

To answer your question directly, yes this will control PWM fans. It doesn't stay in the 5.25" bay very well for me but that could be because my case only holds things on one side.

Question 3

How does auto mode interface work exactly? Do you get to set the temp ranges for when the fans go slower or faster? I think it looks great, but not really interested in ever needing to touch it, and when the computers not under load I really want the fans to spin down to their lowest setting.

The auto mode works great. The fans run around 600 RPM when just sitting then ramp up as the PC case gets hotter during gaming or video editing. You don't have to adjust anything unless you want to max the fans just to see if they are working or to blow of the dust. I think you will love the look and enjoy your purchase. I do!

I'm looking at this unit as a "passive" user where i'm less interested in having manual control of various fans and i'm more interested in having a unit that displays various temps, fan speed, etc. that i can quickly glance and make sure everything is running and within spec.

For actual fan control, I'm content to let my existing settings/systems take care of things.

With that in mind, is this unit overkill or is it suitable for simple, "passive" use as mentioned?

I'm not quite sure about 'passive' use, I run my fans through it and have pretty good control over each fan. It will adjust up and down plus or minus 300 rpm and as far as I know it the temperature readings are accurate. The auto mode works very well. I've had it in use for a little over a month now no real complaints about it other than not figuring out how to have the lights on the fans themselves work with it. I'm not sure yet if it's unsupported, I have not done much looking into it.

Can you disable the warning alarm?

I think there is an option to disable it. I haven't used it in quite a while. 
This is one reason I unplugged it and never used it anymore was because of the annoying beep.

Will this interfere with my addressable RGB fans? Can I connect my fan controller to? Can I still see the fans in my PC?

The Commander FT supports up to five independent fans with standard 3-pin or PWM connector, but it does not mention specific support for addressable RGB fans. It is unlikely to interfere with your addressable RGB fans, but you may not be able to control the RGB functionality through this controller.

I need a thermaltake 5 fan controller because i have 10 fans.

All i need to know is...

...is this controller daisy chainable with a standard 5 fan controller that comes in there 5 pack of Riing Plus RGB fan pack?
