Does it come with 2 fan / radiator mounting brackets?

Its one bracket you can mount a radiator on, either top or right. There is also a radiator mount in the back of the case. So two radiators can be mounted. I have seen people create custom mounts for the none pro version that does not have the mount. Not sure why you need it for this case though as 2 radiator mounts is plenty.

Question 2

If I want to mount the GPU vertically with a riser, can I also mount additional PCIE cards? I would like to use at least 3 (including GPU) of the PCIE slots on my MB. Would they all need to be mounted vertically each with a riser cable?

Nope. The back plate will block them.

It does not.

I ended up purchasing a PCIe 4.0 220mm cable (Zalman) - felt it was too long. Ordered a 15mm (Linkup Ava), which was too short. Stuck with the Zalman 220mm, looks good, works fine, and not touching anything bad.

2 Questions.
1) Does the vertical riser support more than one GPU? Specifically, if I wanted to install 2 RTX 3080s, or newer GPUs, would that work? I understand that I would need additional cables to do so.
2) The specs say that there is a max PSU size of 200 mm long. Is that a hard requirement, or could a 220 mm PSU fit? I already have a 220mm PSU that I like.

1) The product information does not specify whether the vertical riser supports more than one GPU. Therefore, we cannot confirm if you can install 2 RTX 3080s or newer GPUs using the vertical riser. 2) The maximum PSU length specified for the case is 200 mm, and there is no information provided that suggests a 220 mm PSU would fit.
