Has anybody managed to cram a evo 212 in this case?

I do it all the time. I've built about a dozen systems, using AMD CPU's and the Evo 212 cooler. It is a very close fit. The side panel has a section where it is curved out slightly. It gives barely enough room for the cooler.

It says the front and back fan slots are 120 mm. Ware the top fan slots also 120mm? And it looks like there are 2 on the top. Are there 2 or just 1?

Will a MSI MAG B760 TOMAHAWK WIFI DDR4 LGA 1700 fit in this case? I'm just not sure now...

The case supports ATX, and the motherboard is ATX sized.  Therefore, it will fit in the case.

Can I fit a Noctua NH-D15 in here?

I cannot say yes or no off-hand because I do not use this particular cooler. Anyway, the clearance above a motherboad installed on this case is 160.02mm according the the spec, thus the height of a cooler you want to use must be less than this clearance.  The Noctua NH-D15 appears to have variations and there seems to be those that can fit.  Check the dimensions of the Noctua NH-D15 you want to use.

Can I add extra fans to this case for better cooling?

The case has the 120mm at the rear which is included.  There are two 120mm fan positions at the top for additional fans.  The front has a flimsy removable filter panel that appears to have holes for fan screws.  I would find fan mounting on the panel to be questionable.  Stick to the one rear 120mm and the two top 120mm's.
