Is it easy to mount?

Easy to mount. At least in my scenario, board is mounted parallel to the ground. So heatsink stayed still. If your case is vertical mounted motherboard, would be easiest to stand on its side, getting motherboard parallel to ground while mounting heatsink

how tight do you tighten the screws holding the heat sink and fan?

Once I got one of the screws through motherboard to the enclosed rear bracket, I went to the opposite corner screw and then got the other two. The main note it not to screw them in all the way at first. I had to place the motherboard on a flat surface with the rear bracket underneath to mount it.

Does this Cooler fit on LGA 1151 cpu's?

I am using a I5 Sky Lake CPU. The heat sink matches up with the Intel unit. Temps with the Thermatake are 23-29 C. Intel 26-32.C.  1151 CPUs are great.

Will this work with an i5-10400 LGA 1200?

It won't be compatible as it only fits 1156/1155/1150/1151 LGA

can someone verify if this is PWM or not?the description says it is but some reviews says its not. the photo shows 3 wires and 3 pins which means its not PWM.  thanks.

I could not find the answer either. But My fan shows up in my motherboard bios screen and I am able to change and set fan speed profiles for it. My motherboard is an Z270 Gaming M3 my cpu is Intel Core i5 6600K. This fan has been able to handle all of my steam games no problem and runs silent when my pc is not under heavy load. But in CPUID HWMonitor it says PWM fan 0% So I don't know about PWM, but I do know this is definitely a great cheap gaming fan that still runs smoothly with everything.
