When turned all the way down does the fan turn off or go to a % setting (ex 40%)?

Hey Eric, 
The fan does not shut completely down. It just remains at a slower speed. As for the percentage, I couldn't tell you. But it is certainly around or below 50% total speed.

so this controls 3 pin fans?

This controls only 2 pins (+ & -) but you can still attach 3 or 4pins fans to this unit.  The yellow RPM and blue PWM will not be used.
