Is the height angle adjustable?

you could leave the feet collapsed but that would put the intake for the fans directly against the table or whatever you have it sitting on. Which would hinder its cooling effectiveness. From personal experience the angle is not bad at all, but could differ depending on how thick the bottom part of your laptop is.  if you had a wrist cushion you might not even notice the difference at all.

Question 2

Do I have to use the USB in order for the fan to work? I really don't want it to use my battery up. I just want the fan.

The power comes from the computer via a dual USB cord.  USB on each end.  I suppose if you had an electrical wall plug with a USB on one end that you could then power the Fans..

I use mine with my laptop plugged in since I have a plug in right by my recliner.. :-)

Question 3

Do the flip up tabs get in the way of your wrists when typing?  I have a heavy 17 in MSI laptop which has very non sticky feet which can result in repeated sliding?  Is the non mesh surface slippery,... I want to avoid using the flip up tabs.

The non-mesh surface is hard plastic- relatively slick.  The Fan cover appears to be painted aluminum.  The flip-up tabs sit about 1" above the base of the cooler.  Depending on your laptop, they may stick up above the surface of your laptop.  For me, the tabs to do not get in my way, but that would be unique to the user...
