How is the fan powered,usb or battery?

USB. The port has a pass-through on it, so you don't lose a USB port to the fan either. I believe it's only a USB 2.0 pass-through though, so you're best hooking your keyboard or an old flash drive up to it, and not your brand new USB 3 external hard drive of whatever.

Question 2

Does the fan blow air up through the grille against the bottom of the laptop or pull it downward, toward your lap?

The air is blown up through the bottom of the cooler and through the grill towards to the bottom of the laptop.
I really like this cooler.
It is very sturdy, not flexable if you pick it up with the laptop on it. 
Plus, I like being able to turn off the lights if I want. But really, you can barely see the glow.
If I had one complaint, it would be that you can not change the colors! lol
This is a very good cooler, in my opinion.

Question 3

Exactly what are the measurements of this pad in inches? My wife has a big 17" laptop and I ehar this is kinda small.

This is not a small laptop cooler.
It measures 14x10.5 in the surface area. It has a 1 inch rise in the front going up to a 2 inch rise in the back. 
You could use this on a 17 inch laptop with no issue.
It keeps my laptop running very cool even when I game.
I love it!!
