Can the blue LED strip be changed to a different color?

No. It can only be "disabled" by not using the LED plug on the mobo/PSU. The only way to "change" it would be to take it off the case and create your own to replace it with, if you really wanted. The blue LED is a wonderful color though, but in case you dont like it, refer to sentence 1.

Question 2

Are the dimensions listed correct here? 19.10" for the height seems a little large for a micro atx case.

It's seemingly more tall than it really is, but yes it's correct in dimension. Though due to the height of the PSU shrouding, the workspace inside with putting it together feels a little tight, so prep your cables before hand if you want the cleanest possible outcome of cable management.

Sidenote: I really do love this case and highly recommend it for the price range and quality. I loved it, while I had it!

Can you turn off that blue LED strip?

Yep, their is a little button below the reset button that turns the light on and off.

could it be laid on its side (horizontal) without affecting air flow?

Possibly?  The air vents are on the front, back top and bottom... so placing it glass side up would not block any air vents.  However, heat travels up, so that exhaust fan on top of the case would instead be a plate of tempered glass...

This case has 4 PCI panels, so it should. But it really depends on the motherboard, and whether you can find a micro-ATX board that has two PCIe slots.

Will this case fit the Hyper 212 black edition?

Yes! I built a System with a B450 Asus TUF Motherboard and a Hyper 212 BE Cooler. It's Close, but there's about 1/4" to 3/8" (6-9mm) Between the top of the Cooler and the Tempered Glass Side panel!

It should fit a single full-size GPU, depending on how you have your cooling system set up.

Does this case come with fan screws for installation?

If I remember right, It came with 8.  I remember noting that it came with some,  but not enough for all the fans the case could hold.

I have three in the front, one at the top, and one exhaust.
