does it come with a computer screen?

No, monitor sold separately, comes with just the 3 items shown ... tower, keyboard and mouse.
I had an old XP system that the power supply needed replaced, made more sense to purchase this than to fix a system. Hence, I didn't need another monitor too.

There is no picture of the back or specification on ports. How many USB ports are on the back, and what video connections does it have, VGA?

yes, VGA video (these units are roughly 10 year old production). Audio ports both front and rear. 2 USB on front panel, 6 on the rear.

It has a DVD-ROM. When it says ROM, it means it can only read from CD's and DVD's but not write to them. So, no, this can not burn CD's and DVD's. You would have to buy a DVD burner and install it to allow you to burn them. If your looking to buy a computer with a burner already installed you would want to look for one that says DVDRW instead of DVD-ROM. Hope this helps.
