Can I use a mouse with the Toshiba Satellite S55T-C5263 or is it only for touch screen use?

Yes, you can definitely use a mouse and external keyboard. Simply insert either into the USB ports and you're all set to go.

How rugged is this laptop ? It's to be used by college student who will be moving g it around constantly.

We've had it for over a year now, it has some dings and cosmetic things but it has no issues operating. We try and take care of it... I keep it in a zip-up neoprene case when I throw it in my backpack.  I haven't dropped it on any hard surfaces or anything so I can't speak to its durability when it comes to handling impact.

How is the touchpad feel and response? Click feel? Tap feel? Any problems or annoyances with your touchpad? ASUS touchpads are disaster, so I am looking for something that is at least half-usable. Thanks!

The touchpad is very slightly indented into the laptops frame and is textured to be a bit rougher than its surroundings.  Either tapping or pressing down on the pad will register a left click, but in order to register a right click, you must press in the small bottom right corner of the pad with enough force to hear the audible click from the pad.  This is not a complaint, but it may take a little time to get used to the small area.  Other than this, the touchpad is quite sensitive and very responsive so that very light finger pressure and tapping results in a very smooth response!  
My only complaint about the pad is that if you rest your arm or wrist on the edge of the laptop while using the touchpad or typing, the edge is sharp enough to dig into the skin.  This is very uncomfortable and often leaves a visible mark on the skin where the edge of the laptop was.(can be avoided by adjust hand position)
Other than this, the laptop's performance is great and the touchpad  has performed very well after a few months of daily use for hours at a time. (I am a student)

What is the expected battery life for one charge of the laptop?

I've had the laptop for two weeks.  It gets about 4 hours of use on battery.  I use it as a desktop replacement and it is usually plugged in, so I selected that option in the Toshiba battery configuration.  I think that is why it only charges to 80%.  Charging to 100% would probably give about 6 hours of use.

Is it good for video editing? Can it run Adobe premiere and Photoshop easily?

I haven't tried these things - I'm a gamer.  I don't own Adobe premiere or photoshop.

I would hunt for reviews of the GTX950M and look at both gaming benchmarks and testimonials for Adobe premiere against that card and other similar cards.

For photoshop, the 12GB of memory would be a plus since photoshop eats a lot of RAM.
