Does this device use the router's wifi signal and extends it or does it broadcast a different signal that has to be logged into whenever you're within it's range?

Enter an answer to this question.It can be both. By default during setup it tries to use the SSID and add "_EXT" to it and prompts to use the same security, or use whatever you want.

There is nothing stopping you from mirroring the original network name & passsord and have your device decide what source it connects too. 
Just remember not all devices are adaptive to change you may have to change the TKIP or AES setting in security based on the age of your device and if a Wi-Fi product travels back and forth from router to repeater you may have intermittent connection problems (keeping 2 different network names you would be able to physically tell the repeater is working properly)

My wireless router is in my office up stairs.  I've been noticing my wifi on my phone doesn't get a good signal from my basement.  Would this help?  If so where would I install it to help get the wifi strengh higher in my basement?

Yes it it will help. Place the Range Extender between the basement and the wireless router. Somewhere on the first floor where you still get a good signal. You may need to move it around a bit to find the perfect placement. I install two of these in the office to eliminate dead zones on our wireless network.

Will this work with windows 10?

Range extenders aren't specific to any operating system or version. You don't even need a computer or other device to set it up.  You can use WPS and simply join it to another wifi network.

Question 4

When the power goes off, and comes back on, must the unit be reset?

No. If it does then it is defective. You should be able to program it,  then unplug and move to another outlet and it should power up and reconnect to that same network if still in range.

Do I need to be on the same electrical circuit as my router?
My garage/workshop is on another circuit from my house.

No, you just need to be within wireless range of your wireless router or wireless access point. A better way to think of this product is as a repeater. It acts as a relay between the host and the access point when your host doesn't quite have the range to reach the access point.

Question 6

In specifications for this device, System Requirements mentioned are:
Microsoft Windows 98SE, NT, 2000, XP, Vista or Windows 7, 8, Mac OS, NetWare, UNIX or Linux. Why is this, since allegedly the device's operation and setup aren't OS specific. My OS is Win 10 Pro 64-bit. What am I missing?

Nothing, this is mostly just a notice for people who are not familiar with how these things work and may be wondering if it's compatible with their computer.  If you are familiar with network devices, then these system requirements aren't important as network devices are compatible with nearly every network-enabled machine.
