Can this device function as a DHCP server and how many clients/addresses can it deal with?

Yes it can function as a DHCP server, and as far as I can tell it can deal with 1 network so 253 clients. I haven't used that many yet so I can't say how it performs under a full load. I also don't know if there are advanced configurations to allow multiple LAN networks.

What is the throughput for PPTP-based VPN?  Was the router able to achieve better than 10 Mbps?  Thanks in advance for response.

Check with TP-Link. I never actually clocked it but I can tell you that I've had no problems or significant delays transferring large files over the vpn.  Are you aware of any vpn router at any price that has greater than 10mbs over the vpn?  Are you interested in a router to router setup or, a client/server setup?  PPTP by itself may get you the best throughput but you'll need IKE and SPI which will inevitably affect your throughput.  This is a great piece of hardware for its' price.

Are the rack mount ears for a 13" rack or 19" rack?

I used the ears to mount it on a 19" rack. Don't remember if it can be adapted to 13".

Does this device provide for bonding/aggregation between the two WAN ports, or is it designed for failover only?

Yes. It has support for both failover and aggregation.

Not applicable, since this is not a WiFi router...

Can you have one ISP feed one group of devices and another ISP feed a second group of devices?  This would be a divide and conquer solution - a completely manually configured load balance.

this device does not allow for that type of connection, that being said you could use the bandwidth based balance routing to set how much traffic flows thru each connection.
If the bandwidth ratio of WAN1 and WAN2 is set as 2:1, the traffic ratio of WAN1 and WAN2 will approximate 2:1 after "Bandwidth Based Balance Routing" of WAN1 and WAN2 is enabled

Question 9

Does this router provide WAN fail-over? Not interested in load-balance, but failing over to secondary connection when primary goes down. Thanks.

Just internet (I believe that is standard with all dual wan routers).  However, if you are running services on one wan (ftp, http, vpn, port forwarding) the same services will not fail over to the other wan wan in a fail.
