Yes, this switch can be mounted in a standard 19-inch rack with the included mounting brackets.  Screws to attach the brackets to the switch are included; however, screws to attach to the rack are not.

Please, I'd appreciate help understanding how to use this [lite managed switch] with my router. As the router has the DHCP server set up in it, it seems to me there is a potential overlap of functions, like ARP binding, static addressing, but is pretty inflexible in config (Apple)? I would like the QoS, segmentation, Flow Control, and especially monitoring functions. Thanks for any help,

This is not like a large cisco/router switch, it does not have a DHCP server and so on, no overlap of functions. this must be run behind a router, it is simply a smart hub to simplify your question. for the QoS function you want, just go into switch config under QoS Basic and enable 802.1P Based QoS mode.
By monitoring if you mean port mirroring function? it is easy to enable but you will need to know how use a packet sniffer such as WireShark or some other product, not a simple thing for most users.
