No. You can only connect one device at a time to Bluetooth, and it can only connect to multiple devices separately. If you wish to connect two headsets then you would need two Bluetooth adapters, one for each connection.

is this compatible with the xbox one controller ? the second controllers, that came with a jack output but im not sure they got bluetooth

Is this able to add bluetooth capability to a wireless wifi headphone? (For example:Razer blackshark v2 wireless)

I do not think so. As far as I know, those headphones are not Bluetooth capable.
