Does this come with both a micro sd card and an adapter?/

Yes. And the card works fine. I use it in a small video capture device that is very finicky about how it interacts with certain cards. I have the adapter inserted in a Rosewill RDCR-11002 USB 3.0 card reader.

CAN I USE THIS WITH A PROSCAN TABLET?

Well, I know nothing about the PROSCAN TABLET per-se, but assuming it was designed to be able to read a 32GB memory card (check your PROSCAN SPECS for that answer), and the PROSCAN is either capable of using an "SD" or "MICRO-SD" card, then it should work great.  SPECS should spell out plainly what you need.

The large SD adapter chip is only needed if you are putting the MICRO-SD card into a device that only takes regular-sized SD cards... you may not need it depending on the socket your PROSCAN TABLET has.

But, from a usability standpoint, these work great for expanding memory.
