Will this fit on a radean r7? This needs to fit to allow clearance for either from my short wifi card on the pci express x1 or my computer case USB plugins onto the motherboard. In between

The Radean R7 isn't listed in the compatibility sheet. But if you measure the distance from the two holes over the GPU you'll know. The distances are 54.8mm and 79.7mm. It takes up very little space so clearance shouldn't be an issue.

Question 2

Can this cool a GTX 1080ti? (asking for a friend)

No, in fact hell no. Stick with the stock cooler or get a closed loop coolerthis designed for the 1080ti.

Question 3

The specs say this fan is 45mm by 45mm. Does that mean the diameter (excluding the mounting holes) is 45mm? or does it include them? Can anyone tell me the diameter including the outside of the mounting holes? I'm developing some circuit boards around this fan, so I just wanted to be sure.

I have 2 of these mounted to an old VooDoo5 AGP card for a nostalgia PC.  I cannot find a dimension drawing.  I will do my best to give you some basic measurements...

OD of the base plate and outer row of fins is 55mm
Base plate is 2mm thick
ID of the outer row of fins is 43 mm
Fins are 11mm tall
OD of the included fans is 41mm 
C/L to C/L of the pin holes is also 54-55mm, hard to be exact without un-mounting the heat sink
Outer edges of the pin holes at their widest points are 62mm across
C/L to C/L of the plastic fan grille mount studs is 50mm
The plastic fan grille mount studs are 12mm tall, so there may be a slight gap between the plastic fan grille and the top of the heatsink
The plastic fan grille is also 2mm thick

Question 4

Will this cooler work on the AMD Radeon HD 6900 series? I have a reference model and the stock cooler/fan just isn't sufficient enough.

If you are talking 6950, 6970...no way.  These are very small heatsinks.  They could never handle the thermal load of a Radeon 6xxx series GPU.

You will need something like the Zalman VF3000A or similar.  Sadly it is discontinued.  See if Arctic Cooling has a good replacement.

Will this fit in my EVGA 9500GT NVIDIA, PCI Express 2 graphics card?
