is this the device used to plug in to a computer to pickup WIFI?

This is a bluetooth device. It is not a wifi dongle. It is used to connect devices equipped with bluetooth to your computer for easy file transfer...photos, documents, music. It does have the capability to setup up a personal area network. A personal area network (PAN) is a computer network used for data transmission among devices such as computers, telephones and personal digital assistants. PANs can be used for communication among the personal devices themselves (intrapersonal communication), or for connecting to a higher level network and the Internet. I hope this helps.

If I connect a phone to a computer, can I then transfer files from the computer to the phone?

You can transfer all forms of data to and from. Just make sure the the data on the phone is stored in an accessible location.

what does this come with?

Mostly it comes with a lot of grief. The unit itself works great. The problem lies in the software that it comes with. It is Bluesoleil loaner-ware that constantly tells you it is going to expire if you do not pay $30 to upgrade to the latest version. I had the feeling that this was to be an annual event.

With Win7 or better you can use the OS supplied drivers. Not great but suitable for what I purchased it for.

Bluetooth is not a line-of-sight device.

If I have two bluetooth speakers that i want to connect with my computer can i plug this into a usb slot on my computer and use it that way?

Maybe. It depends on your OS and the BT software that you are using. Be advised the the TRENDnet dongle seems capable of doing great things,; however it is bundled with software that you have to buy to make fully functional. I complained to TRENDnet and they basically told me to 'eat cake' or use generic Win7 drivers. 
The two speaker thing is beyond my BT skill set.

will this work with windows 8?

Yes, this adapter will use Windows 8 (and 8.1) native drivers (Toshiba Satellite L875D laptop). There's no need to use the BlueSolei driver disk (yay!). I've used it with a Plantronics Voyager Pro+ headset. I haven't used the adapter to Transfer files. Hope this helps!
