TC-NT2 cable tester are equivalent to Siemens or fluke?

The short answer: no.
This tester pretty much just tells your whether or not you have continuity on the conductors, and whether the pin-out is correct. Its tone generator should also allow you to trace cables with an analog probe, though I haven't tried, so I can't say how well it'd work for that purpose.
All the Seimons and Fluke testers I've seen have additional features, such as fault identification (short, reversal, split, etc.), cable length measurement, or the ability to be used on live networks, to name a few.
The closest equivalent "name brand" tester I've used is the Klein Tools LAN Scout Jr.
