Does this act as modem or router or both ?

This is not a modem nor a router.  It is a wireless bridge with 4 Ethernet (RJ-45) ports.  Think of it as a local distribution switch that connects to the infrastructure wirelessly.  You will need a Wireless Access Point or Wireless Modem in addition to this device, otherwise it will have no way to reach a network (your network or the internet).  I use mine to connect my TV, cable box, surround sound system, and AV computer (all of which have network connections but no wireless capability) to the wireless network in my home (rather than run a CAT-5 cable to that part of my house). I have a verizon Jet Pack that does not have any Ethernet ports. I have an Blue Ray player and Dish Network 722 reciever that need Ethernet connections. Will this device do the job?

Question 3

I read on Spiceworks that using this with a Jetpack could cut down on the Jetpack's data usage.  I need something to prevent data overages.  Apparently data is being used (and charged) just by having the Jetpack turned on.  Would this help my problem?

No. There are no controls for data usage in the trendnet unit. Power off devices accessing the jetpak when they ate not in use.

I live in a rural area, use Verizon jet pak for internet. We have no cable access so I use Directv for tv.  If I get a router, can I then use hulu, or akorn, or chromecast or other wireless tv?

As long as your Internet is fast enough and you have a device with an ethernet port.  This will make the Internet connection with a wireless router.  So yes if you have a DVD player with Hulu that needs a ethernet connection this will do that.  But you need a wireless router as well.

Question 5

When tryiny to access Net Flix am getting "not connected to network" this is a new problem not having in the past. What can I do?

I would use a paperclip to push the reset button on bottom of unit. Then set the unit up again using the instructions that came with the unit. If you do not have them you can access them from the Trendnet support site.
