Where is the USB power connection made-- at which end?

It's in the middle of the cable. There's a small box housing the electronics if you need to provide extra power for your application. We didn't have to power it for our application.

i have a small form factor hp 8300 elite computer and im trying to plug it into a 4k lg tv but the tv only takes hdmi and my computer only has 2 vga slots a female and male but there tiny but would this cable be able to do that ? ty

This cable will not work as it goes from an HDMI source to VGA which is the opposite of what you need.
