Are batteries charged when I receive them?

Like a car battery there is a charge to them, but not fully charged until being in the unit for a few hours.  I think when I received mine it was about half-charged, perhaps a bit more.  It has performed flawlessly since installation about a year ago.  It comes well packaged.
