it doesn't need to, just connect it to your router  so it goes from modem to surge protect then to router then protect everything else via power. thus your entire signal apparatus "post modem" should be protected(as long as everything connected to Ethernet is protected via "power" surge protection). in fact the other method is prone to more issues then this one and more pricey
