Can this be activated on Steam?

It cannot, this code can only be activated through uplay as far as I know. I got this and far cry 3 at the same time and because both are made by ubisoft, both were only able to be activated through uplay. You can make a steam shortcut for it, but it will still take you to the uplay application every time you start the game.
