If I buy this hard copy, can I use the serial number to download the game online? My computer doesn't have an optical drive.

I purchased this for my kids.  I asked them your question and they said that you should be able to download online.  They said the disk just makes it a faster download.  They said even if you used the disk, you usually end up with additional time downloading additional updates since the time the disk was released.  Hope this helps :)

is it compatible with Windows 8.1?

Yes, it is. I have windows 8.1 and the game has overall run nicely. There are crashes every once in a while, but that could be caused by any one of a number of different reasons. The game is run through Steam.
