Does the Rocksmith Bass for PC come with the analog to digital cable that you need or do you have to purchase it also?

This version includes the usb to guitar cable needed. The cable should also work with all consoles and Rocksmith 2014.

does the game have an option for left handed players?

Yes, when you are setting up your user profile for the game it will ask you if you're left or right handed.

The only thing I'm not sure about is if the instructional videos change to show a lefty example - not a game changer in my mind as the verbal walk-through for what you need to do is sufficient.
