What does AMD mean in the title of this monitor? Do I need to have amd parts in my pc for this monitor to work?

Absolutely not, I have an Intel CPU and Nvidia graphics card and this monitor works fine. AMD in the name is refering to AMD's free sync. It's an adaptive vertical sync feature just like Nvidia's G-sync. This monitor will work fine with an Nvidia graphics card, it will just have a refresh rate of the standard 60 hz. However some games such as CoD black ops 3 and gta5 recognise it as a 75 hz monitor.

What cables come with the monitor?

The ones listed. VGA, HDMI, Power Cable and Sound Cable. All good length, no skimping. ViewSonic is a solid quality monitor.

What is the effective FreeSync range of this monitor?

Good question. Panel is a Type TN (Considered fastest response for gaming by many [including some CRTs). Listed as 47-75 Hz refresh rate and a 2 milliseconds Gray to Gray pixel response. Seems really quick but this information for FreeSync is debated instead by people that consider static response time as the number one factor. My suggestion is research and/or an electronic engineer.
