Question 1

Should I get this along with a touchscreen laptop or is it pointless to have this and a touch screen laptop?

It depends on what you are going to use it for. If you are doing graphic design or photo editing then this would be better to use than your touch screen on your computer. You can even use it a a mouse, but I prefer to use a mouse for a mouse function. I love this when I need to edit or doodle sketches on the computer, but nothing can compare to an actual pencil and paper. Do you need it? Well, it is up to you and what you plan on doing with it. It was a great buy for me.

Question 2

The old Bamboo tablet I have has 4 buttons on it. I don't see any buttons on this one. Are they gone or are they in the black strip on top?

Yes, there are four buttons on the black strip on the top.

There are located on the four corners of the black strip, one above and below the led lights on each side. (shift/alt on the left and ctrl/windows on the right)

How long is the USB chord that comes with this product?

About 6 inches long. Plenty of length of working with a laptop. If paired with a desktop, consider purchasing an extension cable.

What is the total footprint size of this device?  The specs only show the active area.  My desk space is limited.

8" x  7" is the size of the tablet. Pretty small in size but works very well.

will this work on an android tablet with an OTG cable?

I don't think so but I have never tried...I use a nexus 7 so I would say definitey no to that one but it does have a wireless kit that I believe is bluetooth you can get for it, with that perhaps?

I'm planning to buy it for Linux as well. Looks like it should work (search for Wacom Linux sourceforge project and check supported devices). Most distros bundle these drivers out of the box. Check for xserver-xorg-input-wacom package. KDE has a handy applet for configuring the input (kde-config-tablet).

For the tablet to work with an application, your application would need to support tablet input. You must check with your software's developer to see if tablet input is supported and if it can be configured. If not, the tablet will simply be treated as a mouse input and many of its special function won't work.
