No it does not. And it's even worse than that. The M400 HA (High Availabilty) Will not work as a stand-alone device. Watch guard will refuse to activate this device if you do not buy a standard M400  that cost twice as much. They do not inform you of this on their website or in any of their sales documentation. We ended up having to purchase a standard M400 at more than double the cost with the three-year suite that you referenced. Once you purchase the more expensive M400 you can use the high-availability as a stand-alone device or in a cluster.
